Label is Wolf Wile Co, Lexington KY, which was a sophisticated department store operating from 1889 until 1992 in downtown Lexington KY.
Inner circumference is 21 1/2 inches but the size tag indicates a size 22. Rise is 5 1/2 inches. Measuring on the outside, side to side is 14 1/2 inches.
